Red Alert: 10,000 Pakistanis misused UK Student Visas, 7,000 vanished in Azerbaijan — Is Pakistan losing its global Travel Credibility?

FIA DG reveals 10,000 Pakistanis misused UK student visas for asylum, 7,000 disappeared in Azerbaijan, and 580 never returned from Belarus — putting Pakistan’s global travel reputation in serious jeopardy.

Pakistan is staring down a travel catastrophe of its own making. In a stunning revelation before the National Assembly Standing Committee on Interior, FIA Director General Dr Usman Anwar laid bare figures that should alarm every Pakistani who has ever applied for a foreign visa — or hopes to in the future.

The numbers are not just embarrassing. They are existential.

The UK Student Visa Scandal

Pakistan is the third-largest student visa-receiving country in the United Kingdom, but around 10,000 Pakistanis have misused those visas by seeking asylum after arrival.

The consequences are already materialising. At least nine UK universities have imposed restrictions on applicants from Pakistan, citing rising visa refusal rates and asylum claims. The University of Chester has suspended admissions from Pakistan until autumn 2026, while universities including Wolverhampton, Sunderland, Coventry, and Hertfordshire have paused or halted recruitment of Pakistani students.

Official figures show visa refusal rates for Pakistani applicants stood at 18% as of September 2025, well above the UK Home Office’s new 5% compliance threshold. Pakistan and Bangladesh together accounted for nearly half of all 23,036 student visa refusals during the period.

This is not a warning. The consequences have already arrived.

7,000 Pakistanis Vanished in Azerbaijan

The UK crisis is only part of the picture. DG FIA revealed that 7,000 Pakistanis travelled to Azerbaijan on visit visas and failed to return, while 580 Pakistanis who travelled to Belarus also failed to return.

Azerbaijan has become a transit point for illegal migration into Europe. Thousands of Pakistanis are obtaining legitimate tourist visas, travelling to Baku, and disappearing into illegal migration networks operating across the Caucasus region. The pattern is systematic. The damage to Pakistan’s international travel reputation is compounding every month.

New Smuggling Routes Emerging

DG FIA warned that a new human trafficking route via Malaysia and Uzbekistan has also emerged, adding yet another dimension to Pakistan’s illegal migration crisis.

In 2025, 39,786 passengers were offloaded at Pakistani airports before departure, while deportations declined to 57,560 from 68,877 in 2024, a drop the FIA attributed to tighter profiling at departure points rather than to any reduction in illegal migration attempts.

The Real Reason Pakistanis Are Leaving — And Nobody in Power Is Talking About It

Here is the angle that every government spokesperson carefully avoids when discussing visa abuse and illegal migration statistics.

Pakistanis are not leaving because they are criminals. They are leaving because their own government has failed them so completely and so consistently that risking everything on a dangerous, illegal journey feels like a better option than staying.

Pakistan’s economy has been in a near-permanent crisis for years. Inflation has devastated the purchasing power of ordinary families. Unemployment, particularly among educated youth, has reached levels that no government has honestly acknowledged or seriously addressed. The Pakistani rupee has lost more than half its value in recent years. Interest rates have crushed small businesses. IMF programme after IMF programme comes and goes, with austerity measures falling heaviest on those least able to bear them.

Meanwhile, the ruling class — politicians, senior bureaucrats, military establishment families, and their business associates — continues to live in a Pakistan of air-conditioned offices, government-funded vehicles, subsidised utilities, and protected privileges that ordinary citizens can only read about. Health facilities for the elite are world-class. Health facilities for the poor are genuinely dangerous. Education for the children of the powerful means elite private institutions or foreign universities. Education for everyone else means overcrowded government schools with missing teachers and no furniture.

This is not accidental. It is structural. And it is precisely this structure that is pushing hundreds of thousands of young, educated, desperate Pakistanis toward any exit they can find — legal or illegal.

The student who misuses a UK visa to claim asylum is not primarily a criminal. He is a young man who looked at his options in Pakistan — unemployment, inflation, no job security, no healthcare, no future visible on the horizon — and made a rational if illegal calculation.

The tourist who disappears in Azerbaijan is not primarily a visa fraudster. She concluded that the risk of illegal migration was smaller than the certainty of a life without dignity or opportunity at home.

Until Pakistan’s ruling class is willing to confront this honestly, no amount of FIA profiling, passenger offloading, or diplomatic complaint management will reverse the outflow.

FIA’s Own House Was Not Clean

A high-level inquiry revealed that FIA officials themselves were involved in human smuggling, prompting the formation of Pakistan’s first Directorate of Internal Accountability at FIA headquarters in August 2025.

The FIA has penalised more than 100 officials for collusion with human smugglers since the 2023 Greece boat tragedy, in which dozens of Pakistanis drowned attempting illegal sea crossings.

The agency tasked with stopping illegal migration was, in part, facilitating it.

The Threat Every Pakistani Traveller Must Understand

Every student who misuses a UK visa makes it harder for the next genuine Pakistani student to get one. Every tourist who disappears in Azerbaijan closes a door for the next Pakistani family wanting a holiday. Every illegal migrant generates another EU diplomatic complaint against Pakistan.

Several countries, including those in the European Union, have already raised concerns with Islamabad over illegal migration, illegal border crossings from Belarus into Poland, and abuse of study visas in the UK and Cyprus.

If current trends continue, more countries will restrict Pakistani visas, more universities will ban Pakistani students, and millions of law-abiding Pakistanis will find doors closed because their government failed to give them a reason to stay home.

Two Problems. One Root Cause.

Pakistan has a visa abuse problem. But it also has a governance failure problem. You cannot solve the first without honestly addressing the second.

The government must tighten enforcement, pursue legal action against visa abusers, and repair Pakistan’s international reputation for travel through diplomacy and accountability.

But simultaneously, it must answer the question it has been avoiding for decades: why are so many of our people so desperate to leave that they are willing to risk everything to do so?

Until that question receives an honest answer, the statistics will only get worse.
