PTA clears Ufone-Telenor merger, awaiting court approval. Telenor brand may exit Pakistan as a combined telecom giant promising wider coverage, better service, and stronger competition.

The Pakistan Telecommunication Authority (PTA) has granted the final No Objection Certificate (NOC) for the merger of Ufone and Telenor Pakistan, paving the way for one of the biggest telecom consolidations in the country.
However, the transaction still requires court approval before it can be formally completed. Pakistan Telecommunication Company Limited (PTCL), which owns Ufone, is currently pursuing the required legal clearance.
Once approved, Telenor Pakistan will be merged into Ufone, ending the Telenor brand’s independent presence in Pakistan.
Hatim Bamatraf, CEO and President of PTCL, recently confirmed the development, signaling a major shift in the telecom sector.
Operational integration to take months
Industry officials say the merger will not happen immediately. Both operators must first undergo a full operational integration process, including network systems, customer services, spectrum alignment, and business operations.
The transition is expected to take several months before the merger reaches its final stage.
Upon integration, Telenor Pakistan will formally dissolve as a separate operator.
Will ordinary Pakistanis benefit?
For everyday mobile users, the biggest question is simple: Will signals improve and packages stay affordable?
Experts say the merger could bring major benefits if managed properly:
- Stronger network coverage by combining the towers and infrastructure of both operators
- Better call quality and faster internet speeds in many urban and rural areas
- Fewer dead zones on highways, villages, and remote regions
- More investment in 4G and future 5G rollout
- Improved customer service systems through unified operations
For millions of Pakistanis frustrated by dropped calls, weak signals, and patchy internet, a larger combined network could mean better day-to-day connectivity.
Possible concerns for consumers
However, some analysts warn that reduced competition in the telecom market could eventually lead to:
- Higher package prices
- Fewer promotional offers
- Slower innovation if competition weakens
Regulators are expected to monitor pricing and service quality closely after the merger.
73 million users, telecom giant
The merged company is expected to serve around 73 million customers, making it one of the country’s largest telecom operators.
Most of the combined subscriber base consists of prepaid 4G users, while the new entity is also expected to control one of Pakistan’s largest telecom networks.
New brand name undecided
Executives have not yet finalized the future brand identity of the merged operator. A decision on whether to retain the Ufone name or launch a new brand is expected after all approvals are completed.
For ordinary Pakistanis, the real verdict will come not in boardrooms, but on their phones, through stronger signals, cheaper data, and reliable service.
