Human Rights Watch, Amnesty International and The Legal Agenda have declared the Israeli attack that killed Lebanese journalist Amal Khalil in south Lebanon on April 22 an apparent war crime.

Three major human rights organizations have declared the Israeli killing of Lebanese journalist Amal Khalil an apparent war crime — adding one of the most serious legal designations in international humanitarian law to what was already one of the most disturbing journalist killings of 2026.
Human Rights Watch, Amnesty International, and Lebanese rights group The Legal Agenda released the findings of separate investigations on Thursday — each reaching the same conclusion about the April 22 attack in the village of Al-Tiri in south Lebanon.
What Happened in Al-Tiri
Khalil, a 42-year-old reporter for Lebanese daily Al-Akhbar, and freelance camerawoman Zeinab Faraj were working in south Lebanon when an Israeli strike hit a vehicle traveling in front of theirs. The two journalists took refuge inside a nearby building.
Israeli forces subsequently struck that building too.
Faraj was rescued from the rubble. Khalil was not.
Lebanese authorities have accused the Israeli army of actively obstructing rescue efforts while Khalil was still alive — a claim that, if proven, would transform this from a tragic targeting of a journalist into something even more deliberately cruel.
The War Crime Designation
The attack took place on April 22 — just days after a ceasefire was announced between Israel and Hezbollah. The timing makes the designation even more serious. A strike on journalists sheltering in a building, days into a ceasefire, in circumstances where rescue efforts were allegedly obstructed, meets the threshold that multiple independent human rights organizations have now applied: an apparent war crime.
The three organizations releasing simultaneous findings signal coordinated, serious, and evidence-based conclusions rather than political statement-making.
Israel has not publicly responded to the specific findings.
Press Freedom — The Broader Picture
Amal Khalil is among dozens of journalists killed in the Middle East conflict since 2023. Press freedom organizations have repeatedly called for accountability for journalist killings — accountability that has not materialized in any meaningful legal form.
The war crime designation by three credible international organizations creates a formal record. Whether it ever results in accountability is a different question — and one that the international community’s track record on journalist killings does not answer optimistically.
