Pakistan’s Directorate General of Customs Valuation Karachi has revised customs values for three types of imported firearms under Valuation Ruling No. 2121/2026.
Under the new ruling, the customs value of a Norinco CF98 9mm pistol has been set at $140 per piece, while another CF98 9mm pistol has been valued at $134 per piece. The Norinco CQ A5 rifle, chambered in .223 Rem, has been assigned a customs value of $205 per piece.
The revised values apply to imports from all countries of origin.
Issued under Section 25A of the Customs Act, 1969, the ruling replaces the previous valuation established in May 2023 and an addendum issued in September 2024 for the firearms covered by the decision.
The review followed requests from stakeholders seeking a reassessment of existing customs values. The directorate also undertook the exercise in compliance with an order dated May 25, 2026, directing a fresh valuation of arms and ammunition.
During the assessment, officials examined import data, previous valuation records, market information and documents submitted by stakeholders. Market inquiries were also conducted to establish prevailing prices and determine appropriate customs values.
According to the ruling, the transaction value method could not be applied because the necessary information was unavailable. Authorities also considered the methods for identical and similar goods but found them unsuitable because of differences in brands, models, specifications and declared values.
Consequently, the customs authorities determined the revised values through market inquiry under Section 25(7) of the Customs Act, 1969.
The ruling establishes the updated customs valuation benchmarks for the specified firearms imported into Pakistan.
