A Senate subcommittee has been constituted to investigate allegations that Jazz overcharged Pakistani consumers by Rs 5.83 billion beyond PTA approved tariffs after a heated debate ended with the PTA chairman threatening resignation.
Pakistan’s most significant telecom accountability case has reached a new and explosive chapter — with a Senate subcommittee now formally constituted to investigate alleged overcharging, a PTA chairman threatening to resign in a committee meeting, an auditor rebuking a Federal Minister and Pakistan’s largest mobile network operator maintaining it will present its case when called.
This story has been building for weeks. MediaBites has covered every development. This is the full picture.
The Senate Subcommittee — The Formal Investigation Begins
The Senate Standing Committee on Information Technology and Telecommunication, chaired by Senator Palwasha Khan, has constituted a subcommittee to investigate allegations that Jazz charged customers Rs 5.83 billion in excess of tariffs approved by the Pakistan Telecommunication Authority.
The subcommittee will be headed by Senator Dr Afnanullah Khan and will examine the alleged overcharging and the regulatory action — or inaction — taken by the PTA in the matter.
The decision followed a heated debate between PTA officials and representatives of the Auditor General of Pakistan that became so intense Senator Palwasha Khan had to personally intervene to pacify the situation.
The Audit Objection — What the Numbers Say
The matter relates to the PTA audit for 2024. The audit objection is specific and serious.
The Auditor General’s office found that the PTA had allowed a 15 percent tariff increase for Jazz against a permissible limit of 3 percent. The difference between what was permitted and what was approved represents the financial basis of the overcharging allegation.
The audit also suggested seeking the opinion of the Competition Commission of Pakistan on the tariff policy — a recommendation that raises its own questions about whether the current regulatory framework adequately protects Pakistani consumers from tariff decisions that exceed permitted limits.
The PTA Chairman Who Threatened to Resign
PTA Chairman retired Major General Hafeezur Rehman pushed back against the audit findings with unusual force.
He maintained that the regulator acted with complete transparency in allowing the 15 percent tariff increase for Jazz and offered to have the matter subjected to a forensic audit.
The debate between PTA officials and Auditor General representatives became so heated that Senator Palwasha Khan personally intervened to pacify the situation after PTA Chairman retired Major General Hafeezur Rehman threatened to resign if any allegation of corruption was levelled against him.
He also questioned the proposal to involve the Competition Commission of Pakistan. “If tariffs are to be decided by the CCP, the PTA should not be held responsible for ensuring quality of service. Let them take the whole responsibility.”
The PTA chairman’s explanation was that his authority examines mobile packages before their launch and monitors compliance with the approved tariff structure. Audit officials had raised certain queries regarding whether that monitoring was adequate.
The Auditor Who Rebuked the IT Minister
The Senate committee confrontation is not the only explosive exchange in this story.
MediaBites has previously reported that a separate confrontation took place in a formal meeting between Kashif Rasheed, a Grade 19 official of the Auditor General of Pakistan, and Federal IT Minister Shaza Fatima Khawaja.
According to a report by Rauf Klasra, one of Pakistan’s most credible investigative journalists, the IT Minister raised questions during a meeting concerning the telecom company’s dealings, payments and audit objections. The AG official responded directly, telling the minister she could not address him in that manner.
The exchange reportedly surprised all participants — including the telecom company’s own representatives who were present in the room.
A Grade 19 auditor defending an audit position against a Federal Minister in front of private sector company representatives is not a routine occurrence. It signals that the AG office considers its position both technically sound and worth defending regardless of political pressure.
MediaBites’s open invitation for Jazz to respond directly remains available at mediabitestv@gmail.com.
The Background — Senate Committee, Skipped Sessions and Rs 5.83 Billion
This story began when the Senate Standing Committee on Finance took up allegations that Pakistan’s largest telecom company had allegedly overcharged consumers by Rs 5.83 billion — a figure that differs from the Rs 5.83 billion cited in the IT committee proceedings, suggesting either different audit periods or different calculation methodologies that the subcommittee must now clarify.
The company’s representatives reportedly skipped the Senate committee session twice. MediaBites reported those no-shows and extended an open invitation for comment. No response was received.
The Questions the Subcommittee Must Answer
The subcommittee headed by Senator Dr Afnanullah Khan will examine the relevant tariff approvals, packages and billing details to determine whether customers were charged amounts beyond the rates approved by the regulator.
But MediaBites believes four specific questions must be answered before this investigation can be considered complete.
First — Was the 15 percent tariff increase for Jazz within the PTA’s legal authority or did it exceed the permissible 3 percent limit?
Second — If the tariff increase exceeded the permissible limit, who authorised it, when and on what basis?
Third — Why does the figure cited in the IT committee proceedings differ from the figure cited in the Finance committee proceedings and what does the difference represent?
Fourth — What happens to the money if overcharging is confirmed? Do Pakistani consumers receive refunds or compensation?
What Pakistan’s Consumers Deserve
Pakistan’s telecom consumers — 60 million plus Jazz subscribers alone — deserve answers to these questions. They pay their mobile bills every month. They pay the tariffs the PTA approves. They have no mechanism to verify whether those tariffs were legally set.
The Senate subcommittee is now their mechanism.
The auditor defended the audit position against a Federal Minister. The PTA chairman has staked his career on the position that no overcharging occurred. The subcommittee has been constituted to determine which position the evidence supports.
Pakistan’s consumers are waiting for that answer.
MediaBites Invites All Parties to Respond
MediaBites.com.pk formally invites Jazz, the Federal Ministry of IT and Telecommunications, the PTA and the Auditor General of Pakistan to share their official positions.
All responses will be published in full, unedited and with equal prominence.
