Allegations claim the Punjab government spent billions on publicity campaigns across media platforms for image building, raising questions about priorities amid public service challenges and fiscal constraints.

Punjab Publicity Spending Sparks Debate Over Priorities
Allegations have emerged that the Punjab government has spent billions of rupees over the past two years and the upcoming fiscal year on publicity campaigns and image-building activities.
These claims suggest that public funds were used to promote government initiatives, highlight development projects, and strengthen the public image of the provincial leadership.
The reported spending includes campaigns across television, print, and especially digital platforms such as TikTok, Facebook, Instagram, X (Twitter), and LinkedIn.
Officials, however, argue that these campaigns are necessary to inform citizens about ongoing development work and government achievements.
Digital Campaigns and Media Strategy Under Spotlight
Sources claim that a structured system was introduced for advertising approvals in different departments.
Multiple firms were reportedly pre-qualified to handle media campaigns, including video production, social media content, and promotional reels.
These agencies are said to have created digital content aimed at boosting visibility of government projects and leadership activities.
Critics, however, question whether a small number of companies received a large share of contracts, raising concerns over transparency.
Billions Reportedly Spent on Promotion Drives
According to the allegations, nearly Rs. 7 billion may have been spent during the 2024–25 fiscal year alone.
These campaigns focused heavily on digital marketing, branding of government projects, and promotion of leadership narratives.
Additional spending is reportedly under consideration for the next fiscal year, which could further increase the total cost significantly.
Overall estimates suggest that publicity-related spending over two years may reach double-digit billions.
Public Spending vs Public Welfare Concerns
The claims have triggered debate in Pakistan over how public funds are being used.
Health systems in many regions continue to struggle with limited resources and overcrowded facilities.
Reports also highlight issues such as lack of clean drinking water and millions of children still out of school.
Critics argue that heavy spending on image-building contrasts sharply with these urgent public needs.
Welfare Cuts Add to Public Concern
At the same time, concerns have been raised over adjustments in pensions and employee benefits.
Reports suggest that some financial cuts were introduced due to budget pressures and fiscal constraints.
These changes have reportedly affected pensioners and government employees, leading to protests and dissatisfaction.
Observers say this has intensified questions about government spending priorities.
Government Defends Its Communication Strategy
Officials supporting the spending argue that publicity campaigns are a standard part of governance.
They say such campaigns help inform citizens about development projects and policy initiatives.
According to them, in today’s digital era, public communication is essential for transparency and awareness.
They also maintain that all expenditures follow legal budgeting procedures and policy guidelines.
Pakistan Angle: Growing Debate on Public Funds Use
In Pakistan, government advertising and digital promotion have become a frequent topic of political debate.
As social media influence grows, governments increasingly use digital platforms to shape public perception.
Supporters see this as necessary communication, while critics view it as excessive focus on image building.
The Punjab case has once again highlighted this ongoing tension between communication and governance priorities.
Questions Over Transparency and Accountability
Experts say the situation raises important questions about oversight in public spending.
Key concerns include:
- How advertising budgets are approved
- Which companies receive government contracts
- Whether spending matches public benefit
- Transparency in procurement processes
Analysts emphasize the need for stronger audit systems to ensure accountability.
Conclusion: Balancing Image and Public Need
The allegations surrounding Punjab’s publicity spending have sparked a wider debate on fiscal responsibility.
While the government defends its communication strategy, critics argue that billions spent on promotion should be weighed against urgent public welfare needs.
The issue highlights a broader challenge in Pakistan — balancing political communication with real development priorities.
