Mishal Pakistan and COPAIR Sign MoU to Drive Strategic Policy Innovation
Islamabad, PK – 25 June 2025 – Despite ambitious reform narratives, Pakistan continues to underperform on global indices such as the Global Gender Gap Report, Global Competitiveness Index, and Global Innovation Index, largely due to delayed, fragmented, and non-standardized data as well as insufficient integration of intelligence frameworks in policymaking.
To address this systemic gap, Mishal Pakistan, the Country Partner Institute of the World Economic Forum (WEF), and the Center of Pakistan and International Relations (COPAIR) have signed a Memorandum of Understanding (MoU) to institutionalize strategic foresight, data-driven governance, and public policy innovation.
The understanding reflects a shared commitment to modernize Pakistan’s institutional response to global challenges by leveraging emerging technologies, fostering narrative diplomacy, and enhancing national competitiveness.
Amna Munawwar Awan, President of COPAIR, remarked, “Pakistan’s future depends on its ability to convert intelligence into influence. This partnership will position Pakistan not just as a policy follower, but as a thought leader in areas such as AI governance, digital diplomacy, and national reform strategies. At COPAIR, we see this as the beginning of a new era of collaborative governance.”

The MoU will remain effective for an initial period of three years, extendable by mutual agreement, setting the stage for long-term transformation in how Pakistan builds policy intelligence and tells its national story to the world.
