Is UK PM’s office moving to Manchester? Guardian says Britain’s power shift is real

UK Prime Minister Andy Burnham’s decision to establish a permanent Manchester base has reignited debate over whether Britain’s political center is shifting beyond London, as the Guardian strengthens its northern roots.

LONDON: The UK government’s decision to establish a permanent prime ministerial base in Manchester has sparked fresh discussion over whether Britain’s political power is beginning to shift away from London, with the Guardian saying the move reflects a broader push toward regional empowerment.

Guardian Editor-in-Chief Katharine Viner said the newspaper has deliberately expanded its presence in Manchester over the past decade, arguing that journalism must remain closely connected to the communities it serves. Her remarks came as Prime Minister Andy Burnham advances an agenda centered on devolving power from Westminster to England’s regions.

Burnham has made decentralization a key priority of his government and has established a permanent prime ministerial office in Manchester, informally referred to as “No. 10 North.” While the move does not replace the traditional Downing Street headquarters in London, it is intended to give Greater Manchester a lasting role in national policymaking and symbolizes the government’s commitment to regional decision-making.

Viner said the Guardian’s own strategy reflects a similar philosophy.

When she became editor-in-chief 11 years ago, the newspaper had only one permanent reporter based in Manchester, despite being founded there in 1821 as the Manchester Guardian. She said she believed the publication had become too disconnected from its birthplace and northern England, prompting an expansion of its regional newsroom.

Today, the Guardian employs six reporters and several other journalists in Manchester while continuing to strengthen its reporting network across Wales, the Midlands, West Yorkshire and North East England.

Viner said the newspaper’s editorial values remain rooted in Manchester’s radical political history, particularly the legacy of the 1819 Peterloo Massacre, which inspired the newspaper’s founding.

She also cited the principles established by legendary Guardian editor C.P. Scott in 1921—honesty, integrity, courage, fairness and service to readers—as continuing to shape the organization’s journalism.

According to Viner, Burnham’s focus on the “politics of place” closely aligns with the Guardian’s editorial approach, which combines strong local reporting with international coverage.

“The Guardian is now one of the world’s largest English-language news organizations,” she said, adding that its mission is to connect global audiences by highlighting the distinct experiences of communities around the world rather than presenting “the bland view from nowhere.”

The newspaper has also expanded its international footprint in recent years, increasing reporting capacity across Europe, North America, Australia, Latin America, Africa and the Caribbean while maintaining that journalists should remain embedded in the places they cover.

“We are global. But, at the same time, we have roots,” Viner said. “You have to be rooted to rise.”

Although the publication dropped “Manchester” from its title in 1959, Viner said she keeps an original Manchester Guardian sign in her London office as a reminder of the newspaper’s heritage.

The Guardian’s renewed emphasis on Manchester comes as Burnham’s government seeks to redefine the balance between London and the rest of the UK, making regional identity and devolved governance increasingly central to Britain’s political landscape.
