Two of China’s most senior military leaders — General He Weidong, the country’s second-most-powerful general, and Admiral Miao Hua, the former top political officer of the navy — have been expelled from both the Communist Party and the People’s Liberation Army over corruption charges, Beijing’s defense ministry confirmed on Friday.
The expulsions mark the most significant shake-up in China’s military leadership in decades, intensifying President Xi Jinping’s sweeping anti-corruption campaign that has already ensnared dozens of top officers since 2023.
Both He and Miao stand accused of “serious duty-related crimes involving an extremely large amount of money” and “violations of party discipline.” Their removal comes just days before a key meeting of the Communist Party’s Central Committee in Beijing, where further personnel purges are expected.
He Weidong, 68, a close ally of Xi Jinping and vice-chair of the powerful Central Military Commission (CMC), becomes the first sitting CMC member to be ousted since China’s Cultural Revolution in the 1970s. His absence from public view since March had already fueled speculation of an internal probe.
Political analysts say the move underscores Xi’s determination to “clean house” within the military and tighten control over the PLA, particularly as China faces rising tensions in the South China Sea and across the Taiwan Strait.
“Xi is reasserting his authority over a military plagued by corruption and divided loyalties,” said Wen-Ti Sung, a fellow at the Atlantic Council’s Global China Hub. “The purge ensures loyalty to the top — and removes any shadow of doubt.”
Admiral Miao was previously dismissed from the Central Military Commission in June after an earlier investigation. Several other senior officers, including former theatre commanders and political commissars, were also named in the latest disciplinary notice.
The timing of the expulsions — just before the Fourth Plenum of the Central Committee — signals a fresh consolidation of power around Xi, as he continues to reshape China’s military and political elite.
