Zhenhao Zou is already serving life in prison after convictions for rape and other sexual offenses, but fresh allegations involving seven more women have now reached prosecutors.

LONDON — Who is Zhenhao Zou, the Chinese national already serving a life sentence in the UK who could now face further sexual assault charges?
Zou, a former PhD student living in London, was convicted in 2025 following a Metropolitan Police investigation into sexual offenses committed in the UK and China. He was sentenced to life imprisonment with a minimum term of 24 years.
The latest development came on Sept. 7, when the Metropolitan Police said detectives had submitted a file of evidence to the Crown Prosecution Service (CPS) following reports from women who came forward after a public appeal.
The file concerns alleged offenses including rape and administering a substance with intent to commit a sexual offense. Police said the evidence relates to reports made by five women, along with two further alleged rapes involving women who have not been identified. A charging decision has not yet been made.
Who Is Zhenhao Zou?
Zou is a Chinese national who came to Britain as a student, initially studying in Belfast before moving to London. He later studied for a master’s degree and a PhD at University College London.
According to reporting on his case, Zou appeared outwardly to be a successful and socially active student. Police said he used social media to meet women and invite them to his London accommodation, where investigators later alleged he drugged and assaulted them.
His criminal case centered on attacks against women in London and China between 2019 and 2023. He was convicted of multiple offenses, including rape, voyeurism, false imprisonment and offenses involving controlled drugs intended for use in sexual crimes.
Police also found recordings connected to the offenses. Investigators said the evidence suggested there could be more than 50 additional victim-survivors, prompting the force to appeal publicly for others to come forward.
Why Could He Face More Charges?
After the appeal, 23 women contacted police. Some provided information or reports that detectives investigated, although most did not wish to pursue criminal charges.
The latest evidence submitted to prosecutors represents a further stage in that investigation. The CPS must now assess the evidence and determine whether it meets the threshold for additional charges.
Meanwhile, British detectives are continuing separate inquiries into allegations involving women who were allegedly sexually assaulted by Zou in China and are seeking evidence through international legal processes.
The Metropolitan Police has described Zou as a convicted rapist and previously highlighted the potential scale of the investigation. Any new allegations, however, remain allegations unless and until they result in further charges and convictions.
For now, Zou remains in prison serving his existing life sentence, while prosecutors consider whether the latest evidence could lead to another criminal case.
