The Ministry of Religious Affairs in Pakistan has introduced new regulations for Hajj pilgrims who opt for expensive private Hajj packages for 2025.
According to the circular anyone choosing a package costing over 3 million Pakistani Rupees will need to undergo additional scrutiny and obtain security clearance.
The Federal Board of Revenue (FBR) will examine these individuals’ tax records and assets to ensure financial transparency. Meanwhile, security agencies will review criminal and other records to confirm their eligibility. Only after clearance from all relevant authorities will these pilgrims be allowed to proceed with their Hajj plans.
Companies offering these high-value packages must also provide detailed information about the services and expenses involved. The Ministry of Religious Affairs will review and approve these details to maintain oversight and ensure fair practices.
To streamline the process, the ministry has appointed Mohammad Hakeem Khattak as the focal person for managing these regulations.
These steps aim to make Hajj 2025 more transparent and secure for those choosing luxury packages.
Separately the ministry has also finalized mandatory training for pilgrims under the government Hajj scheme. Training sessions will be held at 147 locations nationwide, starting with a session in Peshawar.
Attendance will be tracked via QR codes in the Pak Haj mobile app, and overseas Pakistanis will receive their training at designated Haji Camps before their journey. This first phase of training is expected to conclude next month.
