Pakistan’s government has launched a major housing initiative offering loans of up to Rs10 million, with overseas Pakistanis now officially included in the scheme for the first time.

The government of Pakistan has unveiled the ambitious “Prime Minister Apna Ghar Program 2026,” aimed at helping low and middle-income families build homes through affordable financing.
A key feature of the scheme is the inclusion of overseas Pakistanis, who can now apply for home construction loans using their NICOP and Roshan Digital Accounts following approval by the Economic Coordination Committee (ECC).
Who can apply?
The program has a broad eligibility criterion, allowing:
- Government employees
- Private sector workers
- Business owners
- Freelancers
- Overseas Pakistanis
to apply for financing under the scheme.
Private employees can submit salary slips or six months of bank statements as proof of income, while businesspersons and freelancers may use tax returns or banking records to qualify.
How much loan can applicants get?
Under the program, eligible citizens may receive housing loans of up to Rs. 10 million for home construction.
The government has set a target of building 500,000 houses under the initiative, primarily focused on homeless families and middle-class citizens struggling with rising housing costs.

Authorities say the application process has been designed to remain simple and transparent.

Govt pushes banks for wider access
Prime Minister Shehbaz Sharif has reportedly directed banks to move beyond limited categories and provide financing to all citizens who can repay their installments.
The move is seen as an effort to expand access to homeownership amid growing economic pressure and high property prices.
Experts remain cautious
Housing experts note that similar schemes announced by previous governments faced implementation challenges due to weak planning and economic constraints.
